INDEPENDENT Councillor John Marshall said the sole aim of the documents is to protect the Labour vote in key areas of Hartlepool.

Coun Marshall also said there is a definite need for a school to be built on the Bishop Cuthbert estate due to the high number of people living there and questioned the Labour Group's motives.

Coun Marshall, of the St Hilda Ward, said: "These d
ocuments are aimed at protecting the Labour vote in certain areas of Hartlepool.

"This is not about the people of the town and it is not listening to their views. It is a short sighted document and the group should go back to the drawing board and start again.

"It should come up with something that is not political and the group should listen to what the people want. The group hears but does not listen and that is a big difference.

"It has never had a councillor in Hart but have always had councillors in the Rossmere, Ward Jackson and Owton Manor areas.

"To suggest that we don't need a school in Bishop Cuthbert is farcical because it has a huge catchment area and it is crying out for one.

"We have known for months that the Wynyard site is better because of the transport links and I can't believe it is saying that a brand new hospital with space for hundreds of car parking spaces will be free.

"The Labour party is fighting to keep the bus service to the University Hospital of North Tees but if it had fought as hard to keep the hospital open then people wouldn't have to travel.

"It is a farce what the group is doing with this report."
