New marina plans unveiled

A MAJOR multi-million pound marina development must not harm the appearance of a popular historic tourist attraction.
That was the message from Hartlepool planning councillors as they gave the go ahead to a new development.
The jobs-boosting Trincomalee Wharf complex will create a mix of new attractions, including a luxury four-star hotel, restaurants, shops, offices and waterside apartments.
The scheme, on land behind Mecca Bingo off Maritime Avenue, will link the marina with the town centre and also includes plans for a multi-storey car park.
But councillors stressed the scheme should not overshadow the Napoleonic Historic Quay and expressed worries over the potential height of some of the buildings.
A masterplan produced by the developers shows the hotel, which could be seven storeys high, and nine-storey tall block of flats.
But Richard Teece, development control manager at the council, said: "It has the potential to significantly improve what is already on offer within the marina on a site which at the moment stands empty."
He added the designs shown in a masterplan were only "indicative" of what could go on the site and issues over design and exact location would be decided by the councillors later.
Hartlepool Borough Council's planning committee granted the scheme outline permission, voting seven to four in favour.
Stuart Monk, managing director of Jomast, said: "Trincomalee Wharf is a highly prestigious development that will add an exciting new dimension to the marina. It has the potential to become a new landmark destination for the North East and will benefit the town, its people and the wider business community."
Coun Steve Allison added that the development represented their last chance to make the marina really stand out.
He said: "We have got a once in a lifetime opportunity now with the marina, I think so far we have squandered it."
Coun Geoff Lilley said: "I have grave concerns about a nine-storey building next to one of the best things that has ever happened in Hartlepool.
"I think it has serious implications for the Napoleonic themed attraction don't want it to detract from he aesthetic value of the Historic Quay."
Councillors have insisted that a bandstand and piazza recreation area on the north east of the site must stay.
Jomast had intended to develop it and provide open space elsewhere with the site.
