Should Hartlepool Borough Council dip into its £22m reserves to avoid budget cuts?

Council chiefs say they cannot use £22m reserves to avoid budget cuts because the cash is already earmarked for ongoing risks or projects.

Hartlepool Borough Council needs to cut £14.7m over the next three years due to a shortfall in government funding – which has already led to 73 job losses.

But the council’s finance chief, Chris Little, said spending cash it already has in the bank could put the authority under further financial strain in the future.
