RESIDENT-only parking controls are to be reintroduced in a Hartlepool street.

Stanhope Avenue will be included in the resident-only permit parking scheme from October after plans were agreed by Mayor Stuart Drummond.

The road is located on the fringe of the current town centre parking area between Osborne Road and Eltringham Road.

A council report said the road was previously included within the Hartlepool Residents Zone A, but was removed from the scheme following consultation with residents over proposed charge increases in 2008.

But a number of residents closest to Osborne Road then noticed an increase in vehicles, congestion, lack of parking and people’s driveways being obstructed.

That led to a consultation and calls from some for the road to be reinstated, but it was rejected because the majority wanted to remain outside the controlled zone.

In late 2011, a number of parking restrictions were introduced in Osborne Road which residents of Stanhope Avenue believe displaced traffic into their street.

That led to the latest consultation to see how much support there was for the reintroduction of resident-only permit parking controls.

Mayor Stuart Drummond, portfolio holder for regeneration and neighbourhoods, agreed to reintroduce Stanhope Avenue into the scheme with affect from October 1.

The annual charge for a permit in the street will be £20 a year and the resident permit costs are reviewed and set by Hartlepool Borough Council’s cabinet committee.

Ahead of the meeting, consultation was carried out with residents and councillors and of the 30 properties consulted, 19 sent their forms back.

It revealed 53 per cent, 10 responses, were in favour and 47 per cent, or nine, were against.

Mayor Drummond said he recognised the response was tight but went in favour of the majority.

A report by Alastair Smith, assistant director (transportation and engineering), said: “The majority of returned responses indicated that residents would prefer that Stanhope Avenue be reinstated into the permit controlled parking zone.

“The responses did show predominant support from those properties closest to Osborne Road, where problematic parking was perceived to be more frequent.”

Stanhope Avenue will be reintroduced into Zone A of the Hartlepool residents permit zone.

Mayor Drummond said: “I will go with the recommendations based on that is what the majority of the consultation came back as.”

Transport officers said it would take between six and eight weeks to come into affect.
