Police, probation services and other government agencies keep tabs on dangerous criminals living in communities using management plans known as Multi-Agency Public Protection Arrangements.

Ministry of Justice (MoJ) figures show 814 registered sex offenders were being managed under MAPPA in the area as of March this year.

That is a rate of 163 offenders for every 100,000 people – well above the national average of 119.

The figures also show 842 registered sex offenders were being managed in the Durham Police area – a rate of 148 offenders for every 100,000 people.

Sex offenders sentenced to at least 30 months in prison remain on the register indefinitely – although some can apply to be removed after 15 years.

The figures show Cleveland Police removed eight people from the register last year, following applications, with the number of sex offenders shrinking by 13 from 2018-19.

Durham Police removed eight people from the register, with the number of sex offenders growing by five per cent from 2018-19.

Registered sex offenders have to tell police of any changes to their circumstances.

In Cleveland, 30 offenders were cautioned or convicted for failing to do so last year.

In Durham, the figure was seven.

The figures have prompted the NSPCC to call on the Home Office's promised Tackling Child Sexual Abuse Strategy to be implemented without delay.

In response, the Government said the national strategy will be published before the end of the year.
