THE council has vowed to help police snare the criminals, but admits it is difficult to prevent the thefts.
Town mayor Stuart Drummond said Hartlepool Borough Council is also falling victim to the thieves and is determined to stop the rot.
He added: “The council’s enforcement officers are working with the police to support the crackdown.
“It appears there is no pattern to what is being stolen or where they are stealing things from. It seems to be literally anything at any time.
“Things like manhole covers are hard to secure and preventing this type of theft is very difficult.
“All we can ask is that people are vigilant, are aware that this is going on and report anything suspicious.”
