Easington man fined after being caught on CCTV dumping oil drums

A man who was caught on camera fly-tipping oil drums and a pannier has been left hundreds of pounds worse off.

Kevin Elliott, 50, of Easington, dumped the waste at a site blighted by fly-tipping, only to be caught by Durham County Council CCTV.

He has now been ordered to pay £420 having been convicted of the crime.

It follows a prosecution brought by the council as part of Operation Stop It! a crackdown on fly-tipping.

Elliott appeared before Peterlee magistrates who heard how a neighbourhood warden from the council was on patrol in the Andrew’s Lane area at Little Thorpe, near Easington, on January 18.

The warden came across a fly-tip, in the car park, of three drums and the pannier.

She took photos and removed the CCTV camera to check the footage.

This showed a red Golf Volkswagen Estate pulling up and stopping in front of the camera on 18 January.

The driver is then seen getting out of the car, opening the boot, removing the waste and dumping it.

Checks revealed the registered keeper of the vehicle to be Elliott.

In court, he pleaded guilty to depositing waste on land which does not benefit from an environmental permit.

Elliott, of James Street, apologised and said he would not fly-tip again.

Magistrates fined him £200, ordered him to pay £200 costs and a £20 victim surcharge.

Operation Stop It! is the council’s biggest ever clampdown on fly-tipping and is in partnership with Durham Police, the Environment Agency and Crimestoppers.
