THE controversial Jacksons Landing site is set to be included on a new list of council-owned sites earmarked for possible future housing developments.

Hartlepool Borough Council is looking to include 38 of its sites for inclusion in the Strategic Housing Land Allocation Assessment, known as the SHLAA as they are considered “suitable” for new housing developments.

The SHLAA is a key part of the Local Plan, which is a major 15-year planning blueprint for the town and they are all council owned sites, the most high profile of which is the former Jacksons Landing retail site now under council ownership.

Other sites include the Lynn Street depot, land at Coronation Drive, Marlowe Road, the former Focus unit in Lynn Street and land north of Tees Bay, a piece in Burbank Street, Briarfields Field and the former fairground site in Seaton Carew.

The original Local Plan cost £1.5m and took five years to produce but it was axed after a majority of councillors backed a motion by the Labour Group.

Denise Ogden, the council’s director of regeneration and neighbourhoods, said: “Following the decision by council to withdraw the submitted Local Plan, officers have commenced work on a new Local Plan and in particular the Strategic Housing Land Allocation Assessment (SHLAA) which is a key part of the evidence base that underpins a Local Plan.

“The SHLAA requires the local planning authorities to demonstrate the availability of sufficient available land for residential development to satisfy the predicted demand for housing within the plan period of 15 years.”

Officers said surveys and initial assessments have now been completed and there are a number of council owned sites that did not comply with the key evaluation requirements of the SHLAA methodology and have been rejected as not being suitable.

As part of the process to identify suitable land private and public owners were asked to submit sites capable of supporting “significant numbers” of houses. As a significant landowner the council has also submitted sites.

The finance and policy committee meets Monday, May 19 at 9.30am at the Civic Centre, in Victoria Road.
