Paying price of postage

I have always been under the impression that councils are not out to make a profit.

I recently ordered a birth certificate and was told, as I couldn’t collect it, I would have to pay £4 for recorded delivery.

It came through my letterbox as ordinary mail.

I noticed that it had cost £1.63.

I wrote to the Register Office to inform them what had happened and was told that I could have sent a stamped addressed envelope.

I was not told that at the time.

The £4 is a “handling” fee and for postage.

Was I really charged £2.37 for putting a piece of paper in an envelope?
