Proposals for 11 homes to be built at Wynyard have been submitted to council bosses.
Redco Ltd is seeking outline permission for the properties on land at Wynyard Park.
A planning application has been lodged with local planning authority Hartlepool Borough Council.
Documents submitted detailing the scheme state: “It is proposed that these self-build proposals constitute part of this site, whilst the majority of the site will be subject to a separate application for residential development by Berkeley deVeer.”
The site falls within an area of land which the council was “minded to grant” consent for 200 dwellings.
It forms part of the wider Wynyard Park Masterplan Vision for a sustainable mixed-use development across Hartlepool and Stockton.
A planning application for 398 dwellings was submitted in June of last year.
It followed a Government announcement in December 2014 to widen the A19 between Norton and Wolviston.
