Proposals have been submitted to Hartlepool Borough Council planning department to carry out the development in Stockton Road, Hartlepool.

Submitted by Paul Bennett, of Welldeck Road, in Hartlepool, plans state he wants to revive the property and open a cooked seafood takeaway at the site.

A planning statement submitted on behalf of the applicant states the development will benefit the area by bringing an empty building back into use.

It said: “The proposal will revive this property, which has remained unused for several years, and complete the commercial aspirations of this row of properties.

“In addition it will provide much needed employment for up to four persons initially, which could increase, depending on the viability of the new outlet, and future expansion.”

The four jobs would include two full-time and two part-time roles at the site.

Planning documents state the building was last used in November 2005 as a “bakery/general dealers”.

A design and access statement adds future proposals could be submitted to open a cafe at the site if the takeaway becomes successful.

It said: “The premises will initially be used as a cooked seafood takeaway, in order for the owner to realise a return on his investment as soon as is practicable for him.

“Due to the current Covid-19 pandemic restrictions, the opening of a cafe only, would not allow him to do so.

“Mr Bennett’s intention is to apply for a further change of use, to include a cafe, when future conditions allow, and thus combine both to form a cafe and takeaway food outlet.”

Plans state the takeaway would be able to open from 11.30am until 2.30pm six days a week and that it would not be open on Sundays.

As part of the proposals there is no intention to change the shop front, other than add a new sign, while internal changes would include a new service counter and kitchen equipment being installed.

A decision is expected to be made on the proposals by the council planning department next month.
