Plans for 475 homes on Hartlepool site earmarked for much-needed housing

Plans have been drawn up to provide 475 new homes in Hartlepool at a site allocated for key housing growth in the area.

Proposals have been submitted to Hartlepool Borough Council planning department to provide the properties on land to the north of Elwick Road and south of Worset Lane.

The outline application, from Hartlepool-based Cecil M Yuill, states the scheme would be the third phase of the Quarry Farm housing development.

Edward Yuill, managing director of the firm, originally announced at the end of last year plans would be going in for the development.

The proposals were validated by the council planning department at the end of last month, with the public now having the chance to view and comment on the proposals online ahead of a decision being made.

The development will be made up of a mix of two, three and four bedroom homes, with 18% of properties allocated as onsite affordable housing.

A planning statement from JW Planning, on behalf of the applicant, said there were numerous benefits the development would bring to the area.

It said: “The construction of up to 475 dwellings in this location will reap significant direct economic benefits for the town and its residents.

“The development will create both direct and indirect employment and training opportunities for the local population.

“The construction of 475 dwellings will help to address a shortfall in the delivery of housing within Hartlepool.

“The proposed development will also provide a mix of high quality 2, 3 and 4 bedroomed houses in a high quality landscaped setting which will meet the needs of present and future generations, assisting in both the retention of the existing population, and also attracting new population to Hartlepool.”

The proposed site also features a ‘local centre’ comprising both retail and business incubator units.

The design and access statement for the development states it will feature a village green which will ‘become a geographical reference point’ at the site.

It also notes public open space will ‘integrate seamlessly’ from the central green corridor going through the site, while ‘informal and imaginative’ play should be supported throughout.

Plans state the site will be accessed via two vehicular access points, with the primary access point created directly off Elwick Road to the south of the site.

A secondary access via a connection to the Quarry Farm phase 2 site to the east, providing an onward route to Reedston Road/Cairnston Road, is also proposed.

The phase 2 site was approved by the council planning committee in January 2020 and features 220 homes to the west of Cairnston Road and to the south of Worset Lane.

This was despite the proposals from Barratt Homes North East facing 40 objections and a petition featuring more than 100 signatures.

The Quarry Farm development has already seen 81 new homes built and sold in Phase 1 by Bellway Homes.

Planning documents noted 900 leaflets were distributed to nearby residents providing details of the latest proposals, along with a link to the applicant’s website which provided further details.

A decision is expected to be made on the latest proposals by the council planning department around the end of April.
