It was reported that the Government was thinking of making attendance allowance for over-65s, the responsibility of councils.

At present attendance allowance is paid to 1.5 million people over 65, and is not means-tested.

Recipients do not have to spend the allowance on personal care.

The idea has raised fears that the benefit could be restricted or capped.
